Ever heard of export restrictions? Especially high tech stuff?

In a speech given by the chinese premier during his visit to the US, he said everytime he met Congresswoman Nancy Pelosi from California, she would ask him to import more oranges from California. He told her that China doesn't need oranges, but would love to buy more high tech gears.
