That _general_ reference to 194 in the preamble is trumped by the very _specific_ reference to sovereign discretion I quoted, in the body of the agreement. Trust me, I do this for a living, I know that's how it works. Sorry, you're mining a dry hole there.

Huh? See above. Israel would be given "sovereign discretion" as to number of returnees. What, too polysyllabic?

Umm...I am talking about the GA provision limiting the right of return to Israel by non-Jews. Respectfully, your entire c) is embarrassingly inapposite.
