I will choose to ignore the adjectives above. If you strip them off, you can see the statement says words to the effect of "outsiders unknowingly have a part in increasing stress than reducing it". In many respects, this is true. As examples : what experience does US Military have with Afghan culture and practices? Same for Iraq. Not to beat on US : What experience does South Africa have with the rest of Africa ? If some outsider was to militarily intervene in the Israel/Palestine conflict, what experience is there ? If some outsider was to intervene in the Kashmir conflict - same question ?

IMO, Bottom line - let them resolve it, and offer help only if it asked for.
