That's amusing. While I don't know how smart or legal the policy is, it is strangely satisfying, even for someone like me who didn't have a problem with the Canadians or even the French.

European Commission spokeswoman Arancha Gonzalez said the EU executive would look into whether setting limits on the bidders met World Trade Organization (news - web sites) rules. I seem to remember reading an article about France and Germany violating the EU's Stability Pact recently without being punished. I don't know how any country points fingers with a straight face these days.

The French stand to lose money already invested in Iraq oil and so did Italy. Italy was smart enough to pick a winning side.
