The Iraq war was not against terrorists.
Now there are terrorists there coming from other countries.
Bush made it a war on trerorm but didn't mean to. That's just the damage control spin after the fact.
Saddam may have had some ties to terrorism but nowhere near what Syria, Iran, Lebanon and Saudi Arabia have. Dont confuse apples and oranges.
