I shorted FNM today @ 70.60. Look at the poor bearish divergence of money flow relative to price, the bearish divergence from price of the RSI, the tight, narrow Bollinger bands (like your $TNX chart), bumping up against the 50 day MA average. Looks set up exactly like my LOW short @ 57.60 on the 3rd. I think they've run out of money to buy these names.

There is no head and shoulders pattern there Jim.
That said, it is in a bull FLAG, no question about it.

If that bull flag breaks down, we probably test that last bottom at 39.12. The implie upside is 50.00 or so if it breaks up

Regardless of how it breaks, I do not think it along will force Greenspan to do anything with FED fund rates.
