That's more of the "subtle inside game" pundit-talk.

Your prior link puts it more simply and accurately.

What's interesting is the lack of any fancy strategic calculation. Anyone else would at least have held serious staff meeting and planned the timing of the release and who to bring in on it. Rove would have been planning 5 newswire stories and 10 other pundits' commentary. (One thing the pundits hate is not being cared for, not having talking points handed to them, or otherwise shown to be irrelevent... lol)

When Trippi asked the same question of Dean, he got no answer and thus the wheels were put into motion without the bulk of the campaign being aware of what was happening.
