It's all patronage and loyal inside baseball in the Bushie world-scheme. Same as when he was Governor of Texas, baksheesh for the cronies, to hell with fairness. Tonga is on the list too. I don't know that they contributed any troops or money.

afghanistan has nothing to do with iraq but since you brought it up - canada was the last one to send the troops to afghanistan making sure that the war was pretty much over by then and hence no living up to NATO alliance.
