I'm not talking about defending the dollar through intervention, it would be with higher rates.

On foreign motivation, they have largely been able to offset currency losses with portfolio gains as rates moved lower. Now they lose that, plus losses on the currency. The BOJ lost money on their activities last quarter and it caused some storm, as the government has been used to getting a little moola regularly. If they keep losing like this, questions will have to be answered.
