I really doubt that they let him in on the plan. He's probably not intellectually capable of comprehending the plan. It's right there on the neocons website, but he doesn't read, and probably can't operate a computer or web browser.

Bush wants NATO to take responsibility for policing Iraq, but exludes them from the bidding process of reconstruction.

Bush wants Russia, Germany & France to forgive several billions $ of debt.
