Did you know anyone who overcharges is illegal and there is prison term? I remember when I used to work for Federal Contracting company we were told that a slight mistake on the timesheet had landed people into Jail. FBI (or whoever) could come in any moment, seize all equipment ask many questions to get them to talk (corporate lawyer suggested to SHUT UP under circuimstances) and anyone who was overbilling on timesheets would probably be hauled by them (no problem here if the guy was breaking the law).
