1. General warnings "about hijackings" are, in themselves, meaningless.
2. Before 9/11, no one expected hijackings to be anything more than what they had been in the past. The manual on dealing with hijackings was to cooperate, because experience and common sense dictated that that was the most likely way to bring it to a peaceful resolution.

Why do you suppose all the pundits from BOTH sides of the aisle appeared after 9/11, saying, "this changes everything," and "no-one thought airplanes would be used as missiles"?
