The man spent 34 years there. It's probably inevitable it would rub off on him.

Re: he doesn't know what he is going to do from one day to the next which sounds like a military man, a man who never has to think for himself because he is always taking orders.

I'll disagree on this item. One of Clark's duties at the Pentagon was as the head of strategic planning. The fact that he isn't showing his hand has more to do with subterfuge and stealth rather than confusion.
