Do you know if the UN is responsible for cutting the oil-for-food-program?

The U.S. proposed the change to the Security Council and it was accepted. The rationale is that since the sanctions regime has ended, there is no further legal basis for UN involvement in the sale of oil. It's all rather slick sophistry and fancy dancing, amounting to giving the U.S. carte blanche on the control of Iraqi oil revenues.
