I am very familiar with Synopsis since I have used their products. Their software allows designers to model integrated circuits and entire circuits so they can be debugged before production. Basically you can see how a circuit or IC works on a computer before actually producing the hardware. When I was using their products, they conformed to an IEEE standard called Very High Speed Integrated Circuits (VHSIC) Hardware Description Language (VHDL). Some of the building blocks that they are referring to are VHDL models for common ICs that others can use. Synopsis helped define the VHDL standard, and is considered a leader in that field. I don't have an opinion on the stock, just wanted to pass on what I know about the company.
