I will have to ask why takes Peng Hu instead of Taiwan directly. To ask for submission?

China needs to act quick and dirty before Taiwan and US have a chance to respond if China really want to shoot first.

My view is it is entirely unnecessary from either side to trigger the war unless China has some internal struggles that China government can not handle. (Take US as an example.)

Taiwanese do not have any incentive to announce as an independent country at all besides a political game play or a "China shoot first" situation (it is more like a refuse to submit reaction under threat than anything else). Taiwan itself is currently an independent country although not recognized by most countries due to China's "One China policy".
