The Presidency of USA played a very active role to avoid the war at first place, the withdrawal of Indian troops from borders and than number of trips by Rooca and Armitage put the dialogue going, my context is that since 911 much as we may disagree with approach of how it was dealt the Islamic countries have started treating the cancer within more actively and war on terror has become the number one agenda of lot of these nations this was not so before 911; those who condemn Bush highlight his failings as a person who has isolated America from the world he has put America as a key builder of consensus to deal with terror amongst nations and that connection cannot be overlooked by any strategic thinker, on the other hand Sharon excesses have derailed quite a peace off the track in ME however Arafat intransigence and diverse objectives are to be equally blamed, the most contentious issues of the world are now being tackled.
