Background. Kuwait for their support in the war was a given to supply Iraq gasoline. Halliburton was told by the military what subcontractor to use in order to repay Kuwait for their support. They could have just as easy gone to Turkey for gasoline supplies."

This was an explanation given on fox news round table last night.
