I saw a report on the Flu vaccine. Last year, they made 81 million doses and ended up throwing millions of unused doses away ( they wouldn't have been potent this year, and each year is a custom mix ). So this year, they made 83 million doses, figuring that demand wouldn't be much greater than last year, if any. The BUSH FDA could have ordered 250 million doses made, but they didn't. Hillary Clinton had nothing to do with it. None of the companies want to make Flu vaccine, because they make very little if any profit on it, due to the difficulty of predicting use.
