It is an international responsibility to assist the people of Iraq - the ones who have suffered most - and to restore their land to them free and whole.

...so the dollars go to those who shouldered their responsibility to assist the people of Iraq, and aided America in overthrowing the tyrant. This shouldn't even be an issue. Who is shut out? France, Russia, Germany, Belgium? They obstructed the war from the start, they haven't contributed more than a pittance if anything to the reconstruction (and even then only through the EU), and they have ruled out writing off Iraqi debt. Yet they want to be counted in when it comes to counting OUT dollars. Fuck em.
