It really is more a matter of looking at the historical record. Every time U.S. intelligence bureaucracies have a failure, there is one sure fire expectation. They will ask Congress for more money to deal with the issue. There rarely is a case of firing incompetents. That wouldn't help grow power for the bureaus.

My point, and I did have one, was that this sub incident is the perfect sort of excuse for the military to try to grab another slice of the nation's treasury. The dollar amount is negotiable, based mainly on what the DoD lobbyists can get away with. :)
