Saddam was kept holed out and pinned down. He could not move. His capture had to be brought at the right time.

When the Bushies started to sell the war, Bush's Chief of Staff, Andy Card, infamously said "you don't introduce a new product in August".

I don't have any idea whether or not the Army kept Hussein in a holding pattern for the right moment. I suspect not. I cannot think of a reason that December 14 is any more auspicious a date than November 14 or January 14. I suspect that the military was acting on another in a series of tips and this one happened to pan out.
