The capture of Saddam would be an opportune moment for the Bush administration to announce a time table for the Iraqification of Iraq.

Bush should announce that a new interim government will be elected by the Iraqis. One third of the delegates from the northern Kurdish region, one third from the delegates from the central Sunni region, and one third of the delegates from the southern Shia region. 12 to 24 delegates from each region to be brought together to write and ratify a new constitution. The election should be held in 6 months from now. The constitution should provide for elected representatives, which would be elected by the people 6 months after the constitution is ratified. Each of the three regions would have one executive on an executive council. And 12 to 24 representatives which would make up a bicameral legislature. The terms and conditions to be decided by the elected provisional government.

The current provisional government would be allowed to run in the elections if they so desired, but their current positions would be terminated upon the first election.

This newly Iraqi elected body is needed, because the Bush ringers are untrustworthy and are not really Iraqis, but ex patriots who are more interested in cutting a piece of the pie for themselves than meeting and or developing a constitution.

I'd say get busy along these lines right away.
