The Saddam connection was suspected by many intelligence services including Mossad. But there was not enough proof disclosed to go to war against Iraq. The reason for war was that Iraq violated peace treaty regarding WMD. It is completely irrelevant if WMD found or not because Saddam refused to disclose information about destruction of nerve agents.
