This is just a euphemism. The classic and much more descriptive term for what Bush proposes for Iraq is looting. It is a shameful and outrageous effort to steal Iraq's wealth and collect it in the grasping hands of a cabal of Republicans who have gone mad with GREED.

The current policies of the IMF and World Bank have been rigged to favor a tiny elite of grasping corporate entities at the cost of the loss of "the commons" to great preponderance of humanity.

It is an insane scheme, at best. And many days I see it as just plain evil.
