Don't see why it's a failure...it doesn't sound like they've made up their minds one way or the other, and haven't negotiated any terms. If they (France) have any sense at all, they'll negotiate, why would they wanna turn Irag into the Weimar Republic (other than to spite us, which I'm sure they wouldn't mind but not at huge economic costs to themselves)?
