Bush says he's planning on restraining spending and reducing the deficit in his second term, but he said that before his first term. Dean maintained a balanced budget in Vermont, even though, unlike a lot of states, he wasn't required to. I think once people start looking at how Dean governed in Vermont, they'll realize that he's a fiscal conservative centrist. He just happens to be against pre-emptive elective wars!
