I remember a rumor that they were going to "get him" about a month ago. It's entirely possible that they've know where he was for a while, and were just waiting for the command to come down, Carl, George,...troopies. Carl may have been concerned that Dean seemed too threatening with all this real grassroots support, knowing that Dean isn't really the left wing loon they keep trying to paint him as. It could have just been Carl waiting for the right moment, maybe Dick asked him for a distraction from the Halliburton investigation.
