Yes, BOTH parties have already invented "independent" organizations to raise soft money. Independent soft money is available from ANY source, and given the global distrust of the Bush administration, moveon.org and others will no doubt raise hundreds of millions of dollars internationally. There are restrictions on how this money can be used in political ads, but nothing that can't be gotten around. Carl understands the game, so does Terry.
