The sharks in California circled around the government-created shambles

After a hundred hours or more of studying the creation of AB 1890, the enabling legislation for the California fiasco, I respectfully disagree that the mess was "government-created". In fact, the Utes, IPPs, Power Marketers and a mere handful of the largest industrial end users wrote the bill for their own benefit. State Senator Steve Peace (D. San Diego) , the so-called sponsor of the bill, served both as a dupe and a patsy.

Excluded from the negotiations were representatives of consumers, consumer advocate NGOs, small business, labor unions, environmentalists or the C-PUC.
