True, but I wouldn't be surprised if they got a series of attacks off soon. I think of terrorist attacks as being manufactured - some are still in planning, some have the bill of materials pulled together and are being assembled, while others are assembled and sitting in inventory. A kind of pipeline.

If (as I devoutly hope) the information taken with Saddam has badly disrupted the Baghdad insurgency network, I would expect the various surviving cells to move up the date of all the attacks they have in 'inventory', just to show that they are still alive. Then things should get quieter afterwards.
