If that were the true reason, then there was no need to rush the crusade. After 12 years there was no indication that Saddam was suddenly about to invade Delaware or even venture into the nofly zone. There is no reason the inspectors could not have looked around. The only reason for rushing was that those who read the headlines to Junior knew that there was no threat, and that that fact would become obvious to the world if they waited long enough for the U.N. to look. Saddam was no more threat than Castro.
