How is this going to help? When the DOD holds a news conference and announces "good news" from Iraq, the Major Media treats it as "Pentagon Follies," ignores it, and leads with the body count or a anti-US demonstration. If Bremer, et al, gives an interview on air to the lead talking head for KOKO TV in Podunk, Iowa, the whole interview will be run at least twice in Podunk. Same thing with phone interviews to reporters for the local paper. Multiply that out and you are getting your message out much better. That's the theory. We will see how it works.
