Iraqi pipeline - that's the sticking point right? Maybe they should give out ownership shares to the people around the pipeline, including towns people, and Iraqi security people. Share owners would then get paid a part of the earnings for all of the oil that flows through the pipeline - so they have a stake in keeping it safe - and they get to experience capitalism. t
