He was simply a street thug that the CIA first hired in 1959 to do a hit job. They liked the product so they kept using the contractor to de-stabilize the benign and mildly anti-American Kassim government in the 1960s. Hussein by that time had an excellent working relationship with his CIA handlers. And the rest of the story is a denoument of devious and dastardly deeds.
