Lashing out at the intended "victim" is the best way for them to maintain any semblance of dignity.

Dubya is compensating for not having the bottle. We don't know about his sex life, but replacing alcoholism with something else is realistic. He claims it's religion but maybe he's more drunk on absolute power. As we know absolute power absolutly corrupts.
