You might try click and drag. Place your cursor on the top of the bar, (correction edit ;-))left click your mouse then scroll down till you get what you want.

The Windows 98 Taskbar has lots of options related to size and position. If all you want to do is reduce the size of the bar on the bottom of the screen, align you cursor with the top edge of the bar. When the two headed arrow cursor appears, left click and drag the top of the bar down.

You can have the bar hide itself when not in use if you like. Right click on an open space in the bar and select properties. Select Taskbar Options tab in the new window, and set things the way you like them.

You can also position the bar on the left, right, top, or bottom of the screen. Left click on an open space in the bar and drag it to the screen edge you prefer. Most people keep the bar open on the bottom. I prefer an auto-hide bar about an inch wide on the left of my screen. When the mouse moves full left, the bar pops open. The rest of the time it is hidden. I have all the options buttons selected.
