What debt in the 90's? Bush is the one laying on HUGE debt. Already a new 1.5 trillion. CLinton was paying down the debt there for awhile. Much of that debt started during the Vietnam War. Those war debts seem to never get paid off, just huge interest payments every year. Bush's policies will reportedly double our debt to around 13 trillion by 2010. He's the biggest deficit spender in history, more than all the past five presidents combined, and Reagan was a big deficit spender too.
