This is from the Center for Cooperative Research 9/11 Timeline: Prior to 9-11, the Bush administration went to great lengths to bring the Taliban in under its influence, while at the same time conspiring to destroy them should they prove too inimical to Washington’s interests. Many observers believe that this effort was directly related to Caspian Sea oil. (A) March 2001. Taliban officials went to Washington and met with U.S. officials. (1) Laila Helms, the Taliban’s hired PR agent, brought Sayed Rahmatullah Hashimi –an advisor to Mullah Omar - to Washington in March of 2001 for 5 days to meet with the directorate of the CIA and the Bureau of Intelligence and Research at the State Department. The Taliban emissary brought gifts for George Bush, including an expensive Afghan carpet. (Brisard and Dasquie 11-2001; Marlowe 11-19-2001; Martin 11-19-2002 ) According to Jean-Charles Brisard, former French intelligence officer and economic analyst for Vivendi, during negotiations with the Taliban, the US representatives told them, ‘either you accept our offer of a carpet of gold, or we bury you under a carpet of bombs’.” (Godoy 11-16-2001; Martin 11-20-2001; Shashikumar 11-21-2001; Chin 3-10-2002; Alternet 2-28-2002) (B) May 17. U.S. gave Taliban $43 million. Source: cooperativeresearch.org $$$$$$$$$$$$$$ From Alternet: However, from all records, relationships became strained. The Taliban had demanded that the U.S. should also reconstruct Afghanistan's infrastructure and that the pipeline be open for local consumption. Instead, the U.S. wanted a closed pipeline pumping gas for export only and was not interested in helping to rebuild the country. In turn, the U.S. threatened the Taliban during the negotiations. The directive of "we'll either carpet you in gold or carpet you in bombs" was bantered about in the press to underscore the emerging willfulness of the U.S. But sometime in late August, apparently the whole deal went sour.
