China Implements Surplus Tax on CR Steel Sheet Imports from Russia

According to the latest quota utilization levels reported by SteelOrbis at the beginning of the month, Russia exported 754’000 tons of cold rolled steel sheet to China during the period of 24 May-20 November 2003 under the second period of the Chinese safeguard measures.

This total export figure, which account to 92.6% of the total cold rolled steel sheet quota allocated to Russia, has reportedly exceeded the quota limit of 804’261 tons as of yesterday. Thus, further imports of the aforesaid product from Russia are now subject to a surplus tax of 20.6%.
