You make a good point... but one thing is likely different: the cycle of unemployment.

People that are drawing their 26 weeks of unemployment compensation are ALWAYS counted in the 'unemployment rate' (because, by definition, they are REQUIRED to be actively looking for work).

Once they have exhausted their benefits... after 30 days (as you pointed out) they move out of the category of 'unemployed' and move into the 'discouraged / not in the labor force' categories.
