The theory goes that if both the transportation and manufacturing sectors are doing well, all is in harmony and everything is right with the world. <g> If one sector is doing well and the other isn't (or obviously neither is doing well) than something is wrong and the market isn't "healthy." So if both averages are making highs in relatively close time frames than the market can continue higher.

It doesn't do much for me now since I know the economy isn't healthy, and it certainly isn't precise enough to aid in short-term trading decisions. However, like everything else, it is another data point to keep in mind. In different times with a responsible fed, it might be more useful.
