Junior has not helped it. The U.N. is similar to the Articles of Confederation in which the U.S. tried to govern itself after the revolution. It is nearly anarchy.

Ultimately the U.N., or a body much like it, will need a real set of checks and balances such that nobody actually has much power anymore. It is not goodness which keeps the peace, but the inability to get away with mischief.
