Maybe a strategy of demonization would make more sense… I loved the way your logical contortions led you to this obvious (to me and to Karl Rove) truth about public discourse. I did not know that we have Montesquieu to thank for the "separation of powers" concept. I see this as just another reason for Bush to hate the French.
