The latest orange alert is sure to be used as political ammunition by the Democratic presidential contenders, who have argued that Bush's focus on Iraq has distracted the nation's attention from the threats posed by al Qaeda and other terrorist groups. Former Vermont Gov. Howard Dean said last week that Hussein's capture has not made the world safer.

A top rival to Dean, Wesley Clark, issued a statement late Sunday saying the new alert "is further evidence that Osama bin Laden and al Qaeda are a continued threat to America, and that we must remain vigilant on homeland security and return our focus to the war on terror."
