My son-in-law is an insurance exec whose followed some of the changes (1)in coverage and (2)in private/gov't terrorist reinsurance pool, as they have in the UK, where the private insurance cos. are backstopped at the top end by the gov't.

But I don't know how to relate that to your claim of a decline, or what kind of a decline you are referring to.
