Not stated in that article is the reason that the Marines were targeted.. Namely that the US had ceased being an honest broker in Lebanon and were seen as tilting their support toward the Maronite Christian Phalangist government... Of course, the reverse could be said for Iran, which was supporting Amal over the Maronites... But of course, I do agree that the lack of retaliation in the face of such significant evidence of Iranian complicity certainly encouraged future terrorism against the US.. But we have to acknowledge that the mission was essentially compromised when the US was seen as taking sides in a civil war. Hawk
