Yiwu's comment is half true at best. That is a typical Chinese propaganda about how much progress China is making. China government and its proxies always show you the best side. My family members and their Chinese-Mainlander partners who travelled between US and China at least six times a year can attest to the above facts. The average Chinese do not need internet to live their daily life even in major cities like Beijing. However a wireless phone is a different story. China does not have a good landline telephone infrastructures (old technology, expensive and hard to maintain). Instead China counts on wireless infrastructures to catch on to the new world.

Most of (A)DSL users in China are younger people, but few college students have them at home since they can use it at school so no point. Here are the price for some food item in China: 500 grams of lean pork/beef: 8 Yuan 500 grams of rice: 1.2 Y 8-12 eggs (500 grams): 4.8 Y 1 Cubic water (residential): 2.9 Y Now make your own judgement that 60-100 Yuan/month for high bandwidth connection is expensive or not? And BTW, from next year, city of Guang Zhou might ask to pay before using any electricity.
