Doesn't matter to me where they put them. Just so long as they are put away for good, with nothing but four walls to stare at. I'd make these prisons as austere as possible. Low maintenance with no amenities, except the bare bare essentials. Alone with their own minds. No cell mates. No prison socials. They would have the option of trying to break their neck by diving off the bed on to the concrete floor if it got to be too much for them.
