Here's an example of an agency run completely amok: Not that it matters that the Soviet KGB was running the German Communist and Socialist parties.. Personally, I think it was a good thing. MI-6 had the leading German conservative in their pocket and they could control his actions and prevent the resurgence of a latent Nazism..
